Sounds like a striker issue. If your striker is a hardwood it will need sanding more often. The few times that I take a glass call I sand my striker several times every day

Typically I’ll only hoot of a morning if I think someone is moving in on me. Most days, I’ll only hoot at fly up time if at all.

I typically never take anyone until I’m tag less. I’ve always found multiple birds problematic at trigger time. Law or not, one is enough for me.
